On 3D view, press F3 to switch between Mouseview and normal view.

With mouseview on, you can use the mouse to look up and down.

For use within a DEF file:

fogpal <palette number> <red intensity> <green intensity> <blue intensity>

fogpal defines a palette a sector-based fog effect. To use it, change the pal of your sector to the pal defined with fogpal.

Intensities range from 0-63. Palettes 26, 27, 28 and 29 are pre-defined for you as white, red, green and blue respectively. Sector visibility controls fog density.

Select the desired sectors in 2D mode and then use ' + P or ; + P to change the palette.  ' + P changes the pal on all sector floors, ceilings and walls, whereas ; + P is supposed to do sprites as well.

How do you do a global tile replacement?  Like, let's say I wanted to replace all the instances of tile 3846 with tile 5380?

First, press TAB on any tile you want.
Second, press Alt+C on any other tile and every instance of this tile will be replaced with the first one.

Note: it applies only for walls or floors/ceilings. It doesn't work simultaneously.

Why don't you just add the information to the EDuke32 wiki?  As you can see, I already added a lot of it myself:
